Edward P. ("Ned") White holds an M.A., with Distinction, in International Economics from Johns Hopkins University SAIS and a B.A. from Stanford University, USA.

He passed the Level I and II examinations for the Chartered Financial Analyst (CFA) programme and is a graduate of the National Association of Regulatory Utility Commissioners' Utility Rate School, USA.

Ned White is an international Public-Private-Partnership transactions expert with in-depth knowledge and vast experience in PPP Transaction Management, PPP Strategies, Project Financing, Transactions Management, PPP Capacity Building and PPP Guidelines Design.

He has more than 34 years of experience across 63 different countries. Within Eastern Africa, he has led PPP advisory assignments in Kenya, Tanzania, Uganda, Ethiopia and Malawi, as well as across Southern Africa and internationally.

Ned has directed investment analyses and financing plans for PPP investments valued at over USD 850 million across the roads, energy, climate finance, water, waste management and digital services sectors.

His areas of specialisation include directing multi-disciplined PPP feasibility studies, project finance and PPP financial modelling, PPP risk analysis and allocation, and blended financing for bankability and affordability.

Ned has advised on more than 125 PPP technical assistance and investment advisory assignments, many as Team Leader, for international donors and sponsors including the World Bank, PPIAF, the African Development Bank and DBSA.

His PPP investment analysis and project structuring experience includes the USD 40 million Cloud Computing Project for the Government of Moldova.

In Kenya, Ned advised the World Bank between 2015 and 2016 on PPP framework design for project financing, blended financing, PPP fiscal risk management and county-level PPP transactions.

These projects included the Athi Water Services Board USD 10 million public-private water fund, the USD 32 million Nzoia Lugari Bulk Water Supply Project, the USD 140 million Malewa Dam and Water Shared Storage Reservoir Project for Nakuru County and the USD 1.2 million Bura Galole Water Pipeline Project for Tana River County.
